Biden, in Ohio tour, says it feels like home

CHILLICOTHE, Ohio (AP) ? He buddied up with bikers, posed for countless pictures at a pizza place and downed an ice cream cone at a Dairy Queen.

Joe Biden loves Ohio.

The only question now is whether Ohio loves him ? and President Barack Obama.

The vice president toured the state by car over the weekend in a journey that was part campaign rally, part family road trip. Biden, accompanied by his sister, Valerie, and former Ohio Gov. Ted Strickland, a longtime friend, said rural southern Ohio reminds him of northeastern Pennsylvania, where he grew up in Scranton.

"This is kind of like coming home," he told a crowd in Portsmouth, near the Kentucky state line. "I feel really comfortable here. I've been here a lot ? and I plan on coming back a lot."

Biden makes good on that promise Wednesday, when he campaigns in Dayton ? his third trip to Ohio in the past two weeks. Obama will travel to Columbus and Cincinnati on Monday, his second visit to Ohio this month.

The Democrats' frequent visits underscore Ohio's role as a crucial battleground in the race for president. No Republican has won the presidency without winning Ohio, and Biden and Obama are doing everything they can to make sure the state's 18 electoral votes stay in the Democratic column.

Both Republicans and Democrats say internal surveys show a tight race in Ohio, with Obama narrowly ahead.

Biden's two-day tour through central and southern Ohio took him through parts of the state where Obama is faring the worst. Largely white and working class, towns such as Portsmouth and Zanesville were hit hard by the recession and have keenly felt the loss of manufacturing jobs in the past decade.

The Obama campaign believes Biden's middle-class roots and Everyman style fit rural Ohio, and they have tapped him as a top ambassador to working-class families.

In a fiery speech before about 500 people at Zane Grey Elementary, Biden accused Republican Mitt Romney of pursuing policies that would crush the auto industry and other manufacturers.

"Do the folks in Ohio really think that Gov. Romney, with his views on outsourcing, with his views on General Motors and Chrysler and beyond that, do they honestly believe that if he had been president the last four years that today, that there would be today 115,000 auto jobs in Ohio?" Biden said at the school in Zanesville, a town which won brief fame last year as the place where lions and tigers were released from private cages and then killed. Zanesville is about 55 miles east of Columbus.

While his speeches were filled with attacks against Romney and his running mate, Wisconsin Rep. Paul Ryan, Biden also took time to make a more informal connection with Ohio voters, as he stopped ? sometimes for more than an hour at a time ? at restaurants and a local campaign office.

His visit to a Seaman, Ohio, diner instantly became a famous campaign moment, after an Associated Press photo of Biden cozying up with a female biker went viral. At that stop and others, Biden hugged supporters, joked about interrupting their meals and listened intently as Ohioans told him their stories.

He declined no photo requests through two full days ? and always there was a search for connection.

"Where'd you live in Delaware? Newark? You're kidding me!" he told a voter in Chillicothe, in southern Ohio. "I'm glad you know what team you're on. I'm on your team."

Biden was speaking to the man by cellphone after he grabbed it from a campaign volunteer who was making calls as part of a "weekend of action" to round up support for Democrats in Ohio's coal country.

Biden initially was talking to the man's wife, but demanded to speak to her husband after learning he was originally from Delaware. Biden, a former Delaware senator, had an animated conversation as a roomful of reporters and campaign volunteers looked on.

Minutes later, the man, Jack Woods, showed up at the campaign office ? just as Biden had requested.

"He knew me when," Biden said as he and Woods posed for a picture.

Earlier, during a visit to a pizza parlor in Jackson, Ohio, Biden faced a tougher crowd.

"All you wanted was a quiet dinner and the vice president shows up," he said to no one in particular as he entered Cardo's Pizza. The restaurant's customers were friendly to Biden and some posed for pictures with him. But many at the restaurant in the heavily Republican area said they had no plans to vote for Obama and Biden.

The store's owner, John Moore, a father of four who has owned Cardo's for 23 years, politely chatted with Biden, but said later that he does not support the Democratic ticket. Moore opposes abortion.

Moore quipped about the VP's visit: "Someone asked me if this happens every Saturday night. I said: 'World leaders come here every Saturday night.'"

Sydney Humphreys, an 11-year-old cheerleader who was eating dinner with her family, said "it was pretty cool" to meet the vice president. But she, too, said she is not a supporter. She's a Romney fan.

Biden took little notice of his hosts' political leanings, hugging or high-fiving nearly everyone he saw after four formal campaign speeches and an equal number of informal stops. He frequently noted red-clad Ohio State Buckeye fans, out in force on a football Saturday.

Chatting with a football coach in Jackson, Biden said: "The most exciting night of my life was Friday night. That's when I'd play ball."

Cathy Pool, 48, of Chillicothe, sporting a red Ohio State T-shirt, told Biden that she and her partner of nearly 25 years, Mendy Yates, were celebrating their anniversary this year. Ohio law prohibits them from marrying, but Biden told Pool, "It's going to happen."

Biden's words "meant everything in the world to me," said Pool, a nurse who started volunteering for Obama a month ago after Romney visited Chillicothe. "It's nice to be acknowledged."

While crowds at Biden's speeches were small ? he spoke to fewer than 2,600 people over two days ? they were enthusiastic.

Strickland, the former governor, traveled with Biden all weekend and introduced him at all four speeches.

Obama doesn't have to win southern Ohio for the intense effort here to pay off, Strickland said. "If we can increase the percentage (of the Obama vote) from 39 percent to 43 percent, that may be enough" to win the state, he said.

The winner in Ohio, he said, is likely to be the winner nationwide.

How To Save Marriage In Crisis - Relationship Advice, Creating ...

Is your marriage in crisis mode and about to break up? If so, find out here how to save your marriage and restore the love you have for each other.

Love in a relationship is never constant. Sometimes, its presence is so powerful and sometimes it is just so elusive. Believe it or not, one of the most common myths in a marriage is that when one loses that loving feeling, we belief that the relationship is over.

It's not. How do I know? I know from the many testimonies and sharing that I come across, couples do get back together.

If your husband or partner tells you that he doesn?t have that loving feeling for you like he used to have, don't panic and over react! It doesn't mean your marriage or relationship is over.

I believe what they mean is that, ?I have lost my way...I need to be reminded of our love and what it means to love.?

And most likely, he doesn't understand the various stages that love in a relationship goes through. So this is a very good opportunity for you to take charge and steer the relationship into an even more loving and rewarding one. You can rekindle the love in your relationship.

One very important key to saving your marriage in crisis

Is ?in understanding what is happening in your marriage and the role that love plays.?

You see, there are many types of love : agape, philia, storge and eros. There are also various stages of love. Love is not just a feeling that comes and goes. If marriages depend on feelings alone, then many would be doomed from the very beginning.

Love Cycle

Let's look at the love cycle. When we first court our ?love? one, the initial thrill of romance is wonderful. Studies have shown that this stage of love last for about two years. We get married and when the initial euphoria is over, we feel lost and confused. We think maybe he or she is not the one after all because the feeling of love is gone. And when this coupled with all the marital problems that comes with it, we certainly need help to save our marriage in crisis.

Love is not just a feeling that carries us into cloud nine. Because sooner or later, you will have to return to reality to face the facts of life. That is, the prospect of spending the rest of your life together, for better or for worst, till death do us apart.

So, the right question to ask is...

?How do I continue to love my husband and stay in the marriage despite the demise of the initial thrill??

Here are five ways to grow your marriage from euphoria stage to mature love stage :

a) It helps to understand that every relationship has stages.

  • courtship stage : falling in love,
  • the honeymoon stage : pleasing your partner in every way,
  • reality hits in stage : chaos or disillusionment,
  • mature love stage : resolution or take action to 'love' your partner and do all you can and able to make the relationship work.

b) Know that love is not just a feeling.

If we don?t feel love doesn?t mean the relationship is over. Love as I know it is a commitment and a conscious effort on our part to show acts of ?love? to our partner. A writer puts it very nicely : A mature person loves by choice and not simply by circumstances.

c) Try to understand your partner's feelings and where he is coming from.

Take turns to talk and share about yours and his feelings in a non-judgemental way and find out what is the real issue. Blaming is out of the game. You may consider having a trusted friend or counselor to act as a mediator to help you examine your present situation.

d) Have a positive outlook in life.

I know it is hard but really very necessary. Pick up a sport or regular exercise program. Join a club with like minded people or those who share the same interests. You know, it is never too late to learn. And we should pamper ourselves or do something positive for ourselves.

e) Engage in some self-improvement course.

You may search this site for help or take up an online Safe Your Marriage course. Its true you can't afford to give your marriage 50%. You need to give it your 100%. There are proven ways and information you can learn to save your marriage in crisis.

I want to end with an advice from my favorite motivational speaker, Zig Ziglar :

"When disagreements take place, who makes the move to "make up" isn't important. The one who makes the move demonstrates the greater maturity and love..."

Ex-Mexican official to be sentenced in San Diego

(AP) ? Jesus Quinonez traveled often to San Diego to discuss cross-border investigations of organized crime with U.S. law enforcement officials. He didn't know he was the target of one himself.

The former Mexican law enforcement official faces a possible sentence of life in federal prison Monday when he is sentenced for racketeering conspiracy, more than two years after he and 42 others were charged in a far-reaching indictment that targeted remnants of Tijuana-based Arellano Felix cartel. Prosecutors have recommended that Quinonez be sentenced to eight years, one month in prison.

Quinonez was the international liaison for Baja California Attorney General Rommel Moreno, serving as his primary contact with U.S. federal, state and local law enforcement agencies in an area that includes the border cities of Tijuana and Mexicali. He pleaded guilty in May, weeks before he was scheduled for trial.

As part of the plea agreement, Quinonez admitted that he agreed to smuggle help smuggle $13 million into Mexico for a group headed by Fernando Sanchez Arellano, a nephew of the Arellano Felix brothers. The Arellano Felix cartel was once one of the world's most powerful drug cartels but its power began to erode in 2002 when its leaders began getting killed or captured.

Quinonez also admitted sharing information with a reputed Sanchez Arellano lieutenant, Jose Alfredo Najera Gil, about an investigation of a double-homicide in Tijuana in March 2010. According to the plea agreement, the murders were committed by the Sanchez Arellano gang.

The episode has been an embarrassment for Moreno, who took office in late 2007 when Tijuana was in the throes of a fierce battle between Sanchez Arellano and a rival that horrified residents with bodies hung from bridges, daytime shootouts and decapitated bodies found around town. Such gruesome displays of violence have largely disappeared in Tijuana since the Sinaloa cartel expanded its presence in the last few years.

Quinonez has been in custody since his arrest on a San Diego traffic stop in July 2010, less than a month after he attended a U.S. Independence Day party at the home of the U.S. consul general in Tijuana.

Institute of Health: Health Care System Needs Change - Epoch Times

Berguson Jr., M.D., Department of Cardiovascular Sciences, East Carolina University, Greenville, N.C. The panel discussed Sept. 6 an Institute of Medicine report, ?Best Care at Lower Cost.? (Gary Feuerberg/ The Epoch Times)

WASHINGTON?Our health care delivery system needs to be fundamentally reformed, according to a new report from the Institute of Medicine, titled ?Best Care at Lower Cost.??

In the past 50 years, there has been an explosion in biomedical knowledge and impressive innovations in therapies and surgical procedures, as well as new capabilities in improving the survival of patients. Yet in terms of quality of care, cost, and meeting patient needs, American health care is falling short.

\>");

?How is it possible that we spend much more on health care ? and at the same time we do not attain in health care outcomes and performance that [other countries] are able to achieve?? asked Dr. Harvey Fineberg, president of Institute of Medicine (IOM). Fineberg was speaking at a press conference, Sept. 6 on the release of the report.

The 331-page Institute of Medicine report was written by an 18-member committee, five of whom were present at the news conference.?

The findings are staggering. About $750 billion or 30 percent of health spending in 2009 was wasted, according to the report. Moreover, if the quality of care were raised to the level of the best performing state, an estimated 75,000 fewer deaths across the country would have occurred in 2005, according to one estimate cited in the report.?

Knowledge Complexity

One reason for inefficiencies is the ever-increasing complexity of the health care system. From diagnostic and treatment procedures, to the care management options available, and even administration?so many aspects of the system are more complicated than ever before.?

Today, a clinician cannot keep up with the expanding volume of new discoveries in treating disease. The number of research publications on health care topics per year has grown from slightly over 200,000 in 1970 to more than 750,000 in 2010, said Mark Smith, M.D., committee chair. The sheer volume of new discoveries stresses the system to manage the knowledge and effectively apply it to regular care.

Care delivery has increased in complexity. Clinicians in intensive care units, who care for the hospitals? sickest patients, must oversee about 180 activities per day ranging from replacing intravenous fluids to administering drugs.?

?Medicare patients now see an average of seven physicians, including five specialists. ? One study found that in a single year, a typical primary care physician coordinated with an average of 229 other physicians in 117 different practices just for Medicare patients. The involvement of multiple providers tends to blur accountability. One survey found that 75 percent of hospital patients were unable to identify the clinician in charge of their care,? says the report.

?About 75 million Americans have more than one chronic condition, requiring coordination among multiple specialists and therapies, which can increase the potential for miscommunication, misdiagnosis, potentially conflicting interventions, and dangerous drug interactions,? says the media release.

Quality

Health care can do a lot to improve quality and outcomes, according to the report. IOM reported in 1999 that between 44,000 to 98,000 patients died annually from preventable medical errors. Recent studies have found that ?as many as one-third of hospitalized patients may experience harm or an adverse event, often from preventable errors,? says the report.

The treatment of breast cancer provides a good example of the vast amount of information that is available but isn?t always being used for the best results. The report states, ?Five decades ago, breast cancer was detected from a physical exam, no biopsy was performed, and mastectomy was the recommended treatment for all detected breast cancers. Today, multiple imaging technologies exist for the detection and diagnosis of the disease ?? A variety of surgical, radiological, chemotherapy, and endocrine therapies are now practiced.

?How is it possible that we spend much more on health care ? and at the same time we do not attain in health care outcomes and performance that [other countries] are able to achieve??

?Dr. Harvey Fineberg, president of Institute of Medicine

The authors of the report say that doctors are embracing many innovations prematurely, writing, ?The comparative efficacy and safety of these diagnostic technologies and treatments have not been evaluated.?

Rita Redberg, M.D., editor of Archives of Internal Medicine, said that while it is a great thing that new technologies and treatments are available that didn?t exist when she went to medical school 30 years ago, the evaluation side hasn?t kept pace.?

?Before we start applying these [technologies and treatments] in a widespread way, it is important that we know that they are actually helping patients,? said Dr. Redberg. There are a fair number of treatments out that ?have no known benefit and do definite harm.? These are wasteful too, she said.

Cost

Health care costs have increased by 76 percent in the past decade, growing faster than the economy for 31 of the past 40 years. The growth in health care costs is unsustainable.?

Health care costs is an issue in the federal budget and is ?starting to crowd out education and public services in the budget of every state,? said Redberg.

Much of the money spent on health care is wasted and sometimes causes harm?estimated to be $750 billion in 2009. Unnecessary services?tests that aren?t necessary, unneeded higher cost services?are estimated to waste $210 billion annually. Many billions more are wasted with excessive administrative costs, inefficient service delivery, service and product prices not competitive, missed prevention opportunities, and fraud, according to the report.

The report calls for a new incentive system based on rewarding high-value care. Unfortunately, most payment systems have the wrong incentives, reimbursing providers for individual procedures and tests rather than paying a flat rate or reimbursing based on patient outcomes, the report says.

Solutions

The report advocates the establishment of a ?learning health care system,? whereby new research discoveries and everyday care experiences are systematically and broadly disseminated.?

The committee physicians want health professionals and their patients to have relevant information at the point where decisions are made. They lamented the fact that ?it took 13 years for the use of beta blockers to become standard practice after they were shown to improve survival rates for heart attack victims.?

With mobile technologies and electronic health records, the solution for real-time dissemination of real-time knowledge and patient health data is within reach for clinician and patient alike. Advances in computing and clinicians connectivity have the potential to expand the reach of knowledge and can assist patients and providers in managing chronic diseases, says the report.?

The use of electronic systems is likely to improve safety. The report cites several studies on using electronic systems that estimated that overall medication error rates dropped by 81 percent.

The panel also highlighted the benefits of patient-centered care. Patient and family involvement in decision making correlates with reduced pain, faster recovery, and better mental state, says the report.?

Craig Jones, M.D., director, Vermont Blueprint for Health, used an example of a child with a chronic condition like asthma. He explained that often the child is brought in for a quick office visit, his mother fills out a questionnaire, and the prescription is refilled.?

But in a patient-centered approach, the mother and the child are probed further about their personal goals. The child may have a wish to be on the track team. A solution might be to work with the school nurse and coaches in a developing health care plan. When teams of people are there to help the patient and families and the patient is a member of the team, that is a ?profound cultural change,? said Dr. Jones.
