Hawking and CERN scoop world's richest science prize

LONDON (Reuters) - Stephen Hawking, the British cosmologist who urged people to "be curious" in the Paralympics opening ceremony, has landed the richest prize in science for his work on how black holes emit radiation.

Wheelchair-bound Hawking won $3 million from Russian Internet entrepreneur Yuri Milner, who set up his prize this year to address what he regards as a lack of recognition in the modern world for leading scientists.

Alongside Hawking, a second $3 million award has gone to the scientists behind the discovery this year of a new subatomic particle that behaves like the theoretical Higgs boson, imagined almost half a century ago and responsible for bestowing mass on other fundamental particles.

The scale of the awards from the Milner foundation - and being able to give them to multiple recipients for huge projects - could, over time, see them compete in prestige terms with the annual Nobel prizes.

The Nobel committee has had to scale back the size of its awards in line with the performance of the investments which support it. Each prize is now worth $1.2 million, down from about $1.5 million in recent years.

Diagnosed with motor neurone disease at the age of 21 and told in 1963 he had two years to live, Hawking, now 70, has become one of the world's most recognizable scientists after guest appearances on The Simpsons and on Star Trek.

At the opening ceremony of the Paralympic Games in London in August, speaking through his computerized voice system, he said: "Look up at the stars and not down at your feet. Be curious."

He was awarded the Special Fundamental Physics prize for what the committee called his "deep contributions to quantum gravity and quantum aspects of the early universe" as well has his discovery that black holes emit radiation.

"No one undertakes research in physics with the intention of winning a prize. It is the joy of discovering something no one knew before," Hawking said in comments emailed to Reuters.

"Nevertheless prizes like these prizes play an important role in giving public recognition for achievement in physics."

Hawking said he planned to use the money to help his daughter with her autistic son and may buy a holiday home.

HIGGS DISCOVERY

He shares the limelight with leaders of the project to build and run the Large Hadron Collider (LHC) particle accelerator at the CERN research center near Geneva, which led to the discovery of the particle that is thought to be the boson imagined by theorist Peter Higgs in 1964.

In the Standard Model, which governs scientific understanding of the basic make-up of the universe, the Higgs boson gives mass to other fundamental particles.

But in the half century before scientists at CERN started smashing particles together in the LHC and studying the results, it sat in the realm of theory.

Although the work of building the LHC and running experiments in the particle accelerator involved thousands of scientists and engineers, the prize has been awarded to past and present team leaders.

The winners include the head of the LHC Lyn Evans, and the two spokespeople, Fabiola Gianotti and Joe Incandela, who presented the discovery to applause and cheers from the gathered physicists at CERN earlier this year.

Michel Della Negra, another prize-winner who for 15 years from 1990 led a team that built one of the two giant detectors used to find the Higgs, said the award was a big surprise.

"I didn't even know the prize existed," he told Reuters.

Della Negra receives $250,000 because the $3 million is to be split three ways between Evans, and the two teams working on the Atlas and CMS detectors. Two leaders of the Atlas team will get $500,000 each while the four from CMS get $250,000 apiece.

Gianotti and Incandela both plan to put their prize money back into science.

"We have 3,000 people from 38 countries in the Atlas collaboration, so the money will be used for helping young scientists who need financial support," Gianotti said.

Because the Nobel rules allow a maximum of three people to share one prize, some scientists argue they are out of touch with the large-scale collaborations that are a feature of much modern research.

Milner's new prize is more flexible, significantly more lucrative.

"I'm really impressed," said Incandela. "They are trying to modernize the way prizes are done."

>>> the aclu filed a federal lawsuit to lift the ban on women in combat in the u.s. military . while women are permitted to fly fighter jets and attack helicopters, pentagon policy prohibits female soldiers and marines from serving in direct ground combat roles. but as u.s. military leaders struggle over how to bring women into ground combat training , two young women soldiers have already proven they've got what it takes. we get their story tonight from our chief pentagon correspondent jim miklaszewski .

>> reporter: it's grueling, downright brutal, and at times borders on physical torture.

>> i'm beat.

>> why are you letting go?

>> reporter: it is the leader training course for combat engineers conducted in the back woods of fort leonardwood, missouri, one of the toughest combat schools in the army.

>> this is a dirty, nasty, tough course, and it is going to test you in ways that perhaps some people just don't want to be tested.

>> reporter: and the only combat training of its kind that accepts women. first lieutenant audrey motin and second lieutenant carly turnidge have signed up to try to earn the coveted title. both are graduates of west point. motin was in the seventh grade on 9/11 and decided then she would join the army.

>> i'm just very competitive and in the back of my mind i'm like, you can do this.

>> reporter: turnidge comes from a strong military family. her father was a green beret.

>> i'm still here to prove myself and prove i can do the same things the guys can do.

>> reporter: but here each must prove herself not as a woman but as a soldier.

>> it has to. the standard doesn't change just because they're a woman.

>> reporter: over 28 days with little sleep or food these 38 soldiers will go through living hl.

>> it's all part of pushing them to their limit and beyond.

>> if i can do it, i can do it. if i can't, then i tried my hardest.

>> reporter: that includes the buddy rappell. motin ropes down a hundred-foot cliff with a wounded soldier strapped to her back. then she runs for cover with soldier and all. turnidge easily pulls it off and earns a high five from her battle buddy .

>> anybody with the right mindset can definitely do it.

>> reporter: these sappers don't get any slack. if they can't cut it they're out. no excuses, no exceptions -- men or women. but the worst is yet to come. it's 4:00 a.m . morning drills with the 400.

>> i think we've identified the weakest link. he's right here. right here in front of me.

>> reporter: motin takes some heat.

>> back straight. you still have your butt in the air.

Israel to withhold tax transfers to Palestinians

JERUSALEM (AP) ? Israel on Sunday roundly rejected the United Nations' endorsement of an independent state of Palestine, announcing it would withhold more than $100 million collected for the Palestinian government to pay debts to Israeli companies.

It was the second act of reprisal since the U.N. General Assembly voted overwhelmingly on Thursday to support the Palestinians' statehood initiative. The following day, Israel announced it would start drawing up plans to build thousands of settlement homes, including the first-ever residential developments on a sensitive piece of land near Jerusalem. Actual construction would be years away.

Prime Minister Benjamin Netanyahu declared the statehood campaign, led by Palestinian President Mahmoud Abbas, as "a gross violation of the agreements signed with the state of Israel."

"Accordingly, the government of Israel rejects the U.N General Assembly decision," he said. Israel, backed by the U.S., campaigned against the statehood measure, arguing that only negotiations can deliver a Palestinian state.

Abbas returned home Sunday to a hero's welcome in the West Bank city of Ramallah. Some 5,000 people thronged a square outside his headquarters, hoisting Palestinian flags and cheering. Large posters of the Palestinian leader, whose popularity had plummeted in recent months, adorned nearby buildings.

"We now have a state," he said to wild applause. "The world has said loudly, 'Yes to the state of Palestine.'"

Abbas warned of "creative punishments" by Israel. Referring to the latest settlement construction plans, he said, "We have to realize that your victory has provoked the powers of war, occupation and settlements because their isolation is deepened."

The U.N. resolution endorsed the Palestinian position that its state include the West Bank, east Jerusalem and Gaza Strip, territories captured by Israel in the 1967 Mideast war.

Israel rejects a full pullback to its 1967 lines and says the resolution is a way to bypass negotiations.

In Sunday's response, Finance Minister Yuval Steinitz said the government would withhold taxes and customs collected from Palestinian laborers and businesses on behalf of Abbas' Palestinian Authority, which led the statehood campaign.

The money will be used to help pay off the authority's debts to Israel, including $200 million owed to the state-run Israel Electric Corp., government officials said. This month, more than $100 million was to have been transferred. Steinitz said Israel would decide later whether to withhold future transfers as well.

The General Assembly decision late Thursday to accept "Palestine" as a non-member observer state in the West Bank, east Jerusalem and Gaza did not grant actual independence to the 4.3 million Palestinians living in those areas.

Israel remains an occupying force in the first two territories and continues to severely restrict access to Gaza. The coastal strip, located on the opposite side of Israel from the West Bank, is now controlled by the militant Hamas. Israel withdrew in 2005.

Netanyahu sounded defiant on Sunday.

"Today we are building and we will continue to build in Jerusalem and in all areas that appear on Israel's map of strategic interests," he told his Cabinet.

Half a million settlers live in the West Bank and east Jerusalem, the result of a decades-long strategy aimed at blurring the borders between Israel and the occupied territories.

Israel announced Friday that it would press ahead plans to build 3,000 housing units in the West Bank and east Jerusalem, the core of the Palestinians' hoped-for state.

More worrisome for the Palestinians, it vowed to dust off a master plan to build 3,600 apartments and 10 hotels on the section of territory east of Jerusalem known as E1. The Palestinians have warned that such construction would kill any hope for the creation of a viable state of Palestine.

Building there would sever the link between the West Bank and east Jerusalem, the sector of the holy city the Palestinians claim for a future capital, and cut off the northern part of the West Bank form its southern flank.

The announcement that Israel would forge ahead with construction plans came just days after the U.S. became the only world power to side with it in opposing the Palestinians' statehood bid.

U.S. Secretary of State Hillary Rodham Clinton said these plans "set back the cause of a negotiated peace."

Britain and France urged Israel to rescind the decision, and other European states denounced it.

The decision may be connected more to Israeli politics than an actual policy change. Netanyahu is up for re-election in Jan. 22 parliamentary elections and is eager to put on a strong face for the electorate. Actual construction could be years away, if it takes place at all.

"There is no decision to build," Housing Minister Ariel Attias told Army Radio on Sunday. "There is a decision to plan. You can't build an apartment without planning."

New figures from Israel's Central Bureau of Statistics showed that Netanyahu has actually slowed settlement construction over the past year.

The latest figures found that Israel began construction on 653 new settlement homes in the first nine months of 2012, down 26 percent from 886 housing starts during the same period a year earlier.
