Liftoff! NASA launches twin probes to study Earth's radiation belts

An unmanned rocket turned night into day early Thursday (Aug. 30) as two heavily armored NASA spacecraft finally launched into orbit study Earth's harsh radiation belts after a week of delays.

The twin Radiation Belt Storm Probes launched at 4:05 a.m. EDT (0805 GMT) today from Florida's Cape Canaveral Air Force Station, lighting up the predawn sky as it soared into space atop an unmanned United Launch Alliance Atlas 5 rocket. The liftoff had been planned for Aug. 23, but it was pushed back two days due to technical glitches, and then another five days to avoid foul weather from Tropical Storm Isaac.

"It was a wonderful event, a very smooth countdown," NASA launch manager Tim Dunn said after the launch, adding that the Atlas 5 gave NASA's newest science satellites "a great ride."

"We're all thrilled. Just excited as can be," Dunn added.

After a 60-day commissioning period on orbit, the new radiation-tracking spacecraft will begin the science phase of their two-year mission, which aims to help scientists understand how Earth's two doughnut-shaped Van Allen radiation belts affect our planet's space weather.

Such information could have considerable practical applications, researchers said, since extreme space weather can knock out satellites and disrupt GPS signals, radio communications and power grids.

"RBSP will be able to predict the extremes and the dynamic conditions of space weather," Mona Kessel, program scientist for the $686 million mission at NASA headquarters in Washington, D.C., told reporters in a prelaunch briefing on Aug. 20. [Launch Photos: NASA's Radiation Probes Blast Off]

Mysterious radiation belts

The twin solar-powered probes will ply the Van Allen belts, where trillions of high-energy charged particles from the sun have been trapped by Earth's magnetic field. These fast-moving particles can damage satellites and potentially pose a threat to orbiting astronauts.

To deal with this harsh radiation environment, critical components on each RBSP spacecraft are shielded by 0.33 inches (8.5 millimeters) of aluminum.

The inner Van Allen belt usually extends from the top of Earth's atmosphere to about 4,000 miles up (6,437 kilometers), while the outer one runs from around 8,000 to more than 26,000 miles above our planet (12,874 to 41,842 km). The belts are dynamic, however, and can expand greatly during solar storms.

Though the two belts were discovered in 1958, they remain mysterious today. For example, the belts sometimes react quite differently to seemingly similar solar outbursts, for reasons scientists don't yet understand.

The RBSP team hopes the twin probes can help researchers get to the bottom of such puzzles.

"RBSP was designed to answer the questions of how these radiation belts are responding," said mission deputy project scientist Nicola Fox, of the Johns Hopkins University Applied Physics Laboratory in Laurel, Md.

Working together

The nearly identical RBSP spacecraft are about 6 feet wide by 4 feet tall (1.8 by 1.2 meters), though their span increases to 10.5 feet (3.2 m) with their solar panels deployed. Each weighs roughly 1,400 pounds (635 kilograms).

The probes will fly in formation through the Van Allen belts on highly elliptical orbits, mapping out the regions' magnetic fields and charged particle density with their eight science instruments.

"We need eight because we're measuring across this huge [particle] energy range," said Harlan Spence of the University of New Hampshire, one of the mission's principal investigators.

And launching two spacecraft rather than one is not redundant, either, scientists said. The probes' observations will allow researchers to determine whether differences in radiation levels inside the belts reflect changes across space or time.

Together, the RBSP spacecraft will precisely track how the Van Allen belts ebb and flow over time. This information ? combined with observations from sun-watching spacecraft like NASA's Solar Dynamics Observatory ?could greatly improve scientists' space weather forecasts down the road, researchers said.

RBSP's measurements could also have more immediate benefits, they added.

The probes' observations "will be delivered in near real time to users all over the world, so that those users can use the space weather data to protect sensitive ground-based as well as space-based assets," said Michael Luther, deputy associate administrator for programs for NASA's Science Mission Directorate.

Second-quarter growth revised up, Fed still seen in play

WASHINGTON (Reuters) - The economy fared slightly better than initially thought in the second quarter, but the pace of growth remained too slow to shut the door on further monetary easing from the Federal Reserve.

Gross domestic product expanded at a 1.7 percent annual rate, the Commerce Department said on Wednesday, as stronger export growth offset a pull-back in restocking by businesses wary of sluggish domestic demand.

While that was an improvement on the government's first estimate of 1.5 percent published last month and the composition of growth was fairly favorable, it was insufficient to cut into an unemployment rate that ticked up to 8.3 percent in July.

The lack of stronger job growth, along with the uncertainty stemming from Europe's debt crisis and fears of big U.S. government spending cuts and tax hikes in 2013, could compel the U.S. central bank to offer additional stimulus by year end.

"I don't think this really changes the dovish sentiment of the Fed," said Michael Hanson, a senior economist at Bank of America Merrill Lynch in New York. "They are going to look at this and say 1.7 percent is below trend, that's not where we want to be and the risks going forward are still material."

A growth pace of between 2 percent and 2.5 percent is generally seen as needed just to hold the jobless rate steady, and the sluggish recovery is proving to be a difficult hurdle for President Barack Obama in his quest to secure a second term in November's election.

Growth in the third quarter is expected to show an improvement, but still remain below the economy's potential.

A second report showed contracts to buy previously owned homes hit their highest level in more than two years in July, suggesting the housing market's recovery was gaining traction and offering a relative economic bright spot.

The lackluster recovery has sparked a sharp debate among Fed officials over whether they should launch another round of bond purchases to spur stronger growth.

Economists say the outcome of the central bank's next meeting on September 12-13 will be a close call. Jobs growth has picked up a bit and housing and retail sales have strengthened. However, business spending looks weak and inflation is slowing.

Fed Chairman Ben Bernanke could offer more clarity on the outlook for monetary policy when he speaks at a gathering of central bankers in Jackson Hole, Wyoming, on Friday.

"Growth is neither strong enough for Bernanke to take any additional easing off the table, but it is hardly weak enough to force him to announce new actions," said Joel Naroff, chief economist at Naroff Economic Advisors in Holland, Pennsylvania.

The Fed's Beige Book report, which offers a snapshot of the economy, described economic activity as continuing to "gradually" expand in July and early August. It noted, however, that manufacturing activity was softening in many regions of the country.

Stocks on Wall Street were little changed for a third straight day as investors opted to wait for Bernanke's speech. Treasury debt prices fell, while the dollar eked out modest gains versus a basket of currencies.

EXPORTS ECLIPSE INVENTORIES

The revised GDP data showed export growth was strong, while import growth was the smallest in a year. Trade contributed 0.32 percentage point to GDP growth instead of subtracting a third of a point, as previously reported.

"We expect softer export growth over the coming quarters, but not a collapse because the majority of exports stay in North America (and) will be insulated from what's going on in Europe and China," said Paul Edelstein, an economist at IHS Global Insight in Lexington, Massachusetts.

The export strength helped to offset the drag from inventories. However, the careful management of stocks could be a boost to the economy in the third quarter.

Excluding inventories, GDP rose at a 2.0 percent rate rather than 1.2 percent.

Consumer spending, which accounts for about 70 percent of U.S. economic activity, was revised up a notch to a 1.7 percent pace from the previously reported 1.5 percent. Still, that marked a step-down from the first quarter's 2.4 percent pace, and a smaller rise is expected this quarter with demand for big-ticket items such as automobiles cooling.

Stronger than previously reported investment in the construction of nonresidential structures also gave a lift to GDP growth in the second quarter.

But growth in business investment in equipment and software was lowered to a 4.7 percent pace, the slowest since the third quarter of 2009, from 7.2 percent previously.

Growth in spending by businesses on equipment and software has slowed sharply from a peak of 18.3 percent in the third quarter of last year, and the retrenchment appears to have intensified early this quarter.

"There's no question that as we look toward the end of the year and the risk presented by federal spending cuts and tax increases, the economy remains in a vulnerable window," said Jim Baird, chief investment strategist at Plante Moran Financial Advisors in Kalamazoo, Michigan.

The report also showed that after-tax corporate profits rose at a 1.1 percent rate after sinking 8.6 percent in the first quarter.

Government spending declined, but the drop was not as deep as previously reported. And even though consumer spending was bumped up, inflation pressures remained muted.

NORTH SALT LAKE ? Thousands of Utah children are returning to the classroom this week, but many aren?t returning to their traditional, neighborhood schools. Nearly 10 percent of Utah students now attend charter schools.
Pacific Heritage Academy, is one of seven charter schools opening this year. Many families come from the nearby Rose Park neighborhood, but others come from a much longer distance.
?We have families coming from The Nebo School District as well, so even south of Provo,? ?Ofa Moea?i, the school?s executive director, said Saturday at the school?s grand opening celebration.

New Laws, Programs Expand E-Learning Options Several states now require districts to give students more choices

Lawmakers in Utah recently mandated that school districts allow high school students to take online courses from state-approved providers. In Florida, large districts must give students online-course options from at least three different providers. Recent legislation in Georgia altered the funding structure for students who take virtual courses; the action provides an incentive for districts to encourage students to try online classes.
In recent years, several states have enacted laws that require more choices for students who want to try taking courses online, outside the offerings of brick-and-mortar school districts. In some cases, such legislation?as in Florida and Utah?is a companion to requirements that students take at least one online course before graduating from high school.
The new reality of such requirements, however, means that districts are often facing a significant change in the way they provide options to students. In some places, the legislation has even introduced a level of competition among providers?which sometimes are the districts themselves?in an effort to boost the quality of offerings. At times, the measures have spawned new methods of cooperation and collaboration.

A new report reveals toxic chemicals linked to asthma and birth defects that are banned in toys were found to be widespread in children?s vinyl back-to-school supplies, according to a chej.org news release.

With the start of the new academic year, results from last year?s ACT college admissions tests have been made public, and the results are disturbing. The incoming freshman class is woefully unprepared for college. The class of 2016, as a group, failed all four subjects the test assesses: English, math, reading, and science. According to ACT, only 25 percent of students are proficient in all four subjects. Sixty percent came up short in two of the four subject areas, while more than 25 percent failed to demonstrate proficiency in any subject at all. If the point of high school is to prepare students for college, high schools are clearly failing. Unfortunately, this doesn?t stop the undereducated masses from heading off to the ivory tower each year.
Today, ready or not, nearly 70 percent of American high school graduates go on to college. By comparison, only 43 percent of Americans attend church regularly, and only 51 percent are married. College, it seems, is far more popular than either God or spouses. As unprepared as they are, students are well-advised to go to college just the same. The time has passed when a high school diploma and a good work ethic were enough for a comfortable life. That?s not because life demands more highly educated workers, but because high schools are producing such poorly educated workers.

However, with more schools administering the test during school, they are encouraging every student to take it, even though some may not want to. Not every student is prepared to take such a difficult test. It takes a lot of time to prepare. Pressuring unprepared students to take it during school just wastes tax dollars.

I have always been surprised that voters in Utah approve school bond proposals the first time they are proposed. Having lived in other states, school bond proposals are not always approved the first go around. What always happens after a bond is rejected is school administrator sharpen their pencils, lower their bond request, and make a new proposal. It is amazing to me that with a lower bond, they are still able to accomplish what they originally wanted.
This causes me to ALWAYS question a request for more money by the government. Have they really sharpened their pencils? Most of the time ? they have not.

The last few years my boys have complained about how the girls are wearing inappropriate clothing and not having anything said to them. I know one of my sons asked a girl not to wear that kind of clothing, which started a conversation as to why he didn?t like it. He explained that he thought girls who wear modest clothing are more attractive than girls who don?t. Because of what he said, she was more selective in what she wore after that. I am grateful he could express himself to his peer and I, too, would like to add my voice to his and let the students know that as a parent I appreciate those young men and women who try to follow the rules and understand why they are there and thank them and the faculty who make sure the rules are followed to make a better environment for my children to learn in. It has come to this in California?s saga over ?parent-trigger? education reform: A local school board is openly defying a judge?s order, with one member declaring ?If I?m found in contempt of court, I brought my own handcuffs, take me away.? So now the stalwarts of the status quo will break the law rather than allow parents school choice.
A California Superior Court judge ruled last month that several hundred parents in Adelanto, California had successfully pulled the nation?s first parent trigger to force change at their children?s failing public school. The judge ?commanded? the Adelanto school board to let the parents ?immediately begin the process of soliciting and selecting? proposals to transform Desert Trails Elementary into a charter school.
At a recent hearing, the school board unanimously refused. Charters draw students from private schools, study finds A Rand Corp. study finds that the switch from private to public schools has added $1.8 billion to public funding obligations.

Charter schools are pulling in so many onetime private school students that they are placing an ever-greater burden on taxpayers, who must fund an already strained public education system, according to research released Tuesday.
The study by a Rand Corp. economist found that more than 190,000 students nationwide had left a private school for a charter by the end of the 2008 school year, the most recent year for which data was available.
And charter schools have exploded in number since that time. The Los Angeles Unified School District has more charters, 193, than any system in the country.
This student migration is especially apparent in large urban areas, where charters are drawing 32% of their elementary grade enrollment from private schools, study author Richard Buddin said. The percentage for middle schools is 23%, and 15% for high schools
Charters are free, independently managed public schools that are exempt from some rules governing traditional schools. Most are not unionized.

Over-eager eco-tourists intent on seeing spinner dolphins up close may inadvertently be disturbing the charismatic animals' daytime rest periods and driving them out of safe habitats in bays along Hawaii's coast.

Scientists at Duke and Stony Brook universities have developed a promising new tool that may help to limit repeated human disturbances and help reduce their negative impacts on the dolphins.

"Using the maps produced through this study we can identify the bays where the effects of human activities on spinner dolphins should be monitored most closely, and where immediate conservation actions are required," said David W. Johnston, research scientist at Duke's Nicholas School of the Environment.

The researchers' tool shows that only a small number of bays ? 21 out of 99 ? in a study area along the western coastlines of the main Hawaiian islands were suitable habitats for resting dolphins. Knowing this, "conservation efforts can be focused on specific areas of importance," Johnston said,

"We may be able to minimize detrimental effects on dolphins by putting restrictions or preventative measures into place in a relatively small number of bays, rather than limiting access to dolphins along the entire coast," said the study's lead author, Lesley H. Thorne, a lecturer in marine science at Stony Brook University, who received her PhD from Duke in 2010. "That benefits tourists and tourism operators as well as the dolphins."

In the study, the researchers used the geographic coordinates and key environmental factors ? such as water depth and calmness, the size and proportions of the bays and distances from deep-water foraging grounds ? for hundreds of spinner dolphin sightings made in the study area between 2000 and 2010. The results appear August 27 in the online, open-access peer-reviewed journal PLoS ONE.

Spinners are small dolphins famed for their graceful aerial movements and balletic spins. They are found in tropical and subtropical oceans around the world and some divide their time between daytime rest periods in shallow, protected bays and nighttime foraging in more exposed waters.

Distinguishing between sightings of resting and active dolphins was key to defining critical habitats, Thorne said. While socially active spinner dolphins are more tolerant of humans' presence, resting dolphins will leave the safety of a bay and retreat to less suitable open waters if humans repeatedly disturb them.

"Sleep is essential for most animals," added Johnston. "When deprived of their necessary 'zzzz's,' they gradually show a decreased ability to process information and remain attentive to environmental stimuli. In technical lingo, we call this a 'vigilance decrement'."

Spinner dolphins are no exception to the rule. The researchers say dolphins that experience human harassment every day during their rest periods never fully recover their vigilance decrement. Their ability to forage successfully and detect the presence of nearby predators is also degraded, and their ability to produce sounds to communicate and navigate may also be impaired, he said.

Scientists and conservationists have long worried that spinners' popularity with tourists ? and overlap of their resting habitats with popular ocean recreation destinations ? may be placing them at risk. Reports of interactions have increased sharply in recent years, but few published studies have examined the detrimental impacts these interruptions may have on the animals, especially at the population level.

"It would be next to impossible to survey spinner populations and human activities in every bay that might be a resting habitat," Thorne said. "We're talking about hundreds of bays in the Hawaiian islands alone."

"Using predictive models, such as the maximum entropy spatial modeling approaches we've produced, is a much more cost-effective method," she said. "This type of modeling has only recently been applied to the study of marine mammals, but our study suggests it may be especially useful."

Thorne and Johnston plan to test their models by conducting similar studies of spinner dolphin distributions and habitat use in the Northwestern Hawaiian Islands and other sites in the Pacific islands region. Results from those studies, they said, could confirm the new models' usefulness.

Johnston and Thorne's co-authors on the PLoS ONE study include Dean L. Urban, professor of landscape ecology at Duke's Nicholas School, and Lars Bejdar, associate professor at Murdoch University, Australia, and adjunct assistant professor at Duke.

The data on spinner dolphin sightings used to develop the models in the study were provided by a team of eight additional co-authors from Murdoch University, the Pacific Islands Photo-Identification Network, the Cascadia Research Collective, the Hawai'i Marine Mammal Consortium, the Hawai'i Association for Marine Education and Research, the Dolphin Institute, the University of Hawai'i (UH) at Hilo, UH at M?noa, and Marine Mammal Research Consultants.

Rep: Bobby Brown in rehab after March DUI arrest

NEW YORK (AP) ? Bobby Brown has checked himself into rehab.

Brown's representative said in an email Thursday that the R&B singer checked into a "confidential rehabilitation center" last week as part of his agreement following his March arrest for drunken driving in Los Angeles.

His publicist says that Brown's plea agreement in the case requires that he requires that he get treatment for alcohol use. His attorney Christopher Brown says in a statement that Brown "takes his agreement very seriously."

The 43-year-old singer is the former husband of Whitney Houston, who died this year. He married his manager Alicia Etheredge-Brown in June.

Brown still plans to perform scheduled solo concerts and tour with his group New Edition. His first album in 14 years came out this summer.

India's GSAT-10 satellite continues its checkout for the upcoming Arianespace Ariane 5 mission

Test deployments of the antenna reflectors on India's GSAT-10 telecommunications satellite have been performed as part of pre-flight preparations for this payload, which is one of two spacecraft on Arianespace's next Ariane 5 mission from the Spaceport in French Guiana.

GSAT-10's two reflectors, located on the "east" and "west" side of its rectangular-shaped body, were opened in the S5C high bay area of the Spaceport's S5 payload preparation center - where the satellite's solar panels previously were extended during the ongoing checkout process.

Developed by the Indian Space Research Organisation (ISRO), GSAT-10 will provide Ku- and C-band relay capacity when it joins the Indian National Satellite (INSAT) system of geostationary spacecraft. The platform is based on ISRO's I-3K satellite bus with a power capability of some six kilowatts, and carries 30 transponders and the GAGAN (GPS and GEO augmented navigation) system.

After its fueling, GSAT-10 will have a liftoff mass of approximately 3,400 kg.

For its upcoming launch on September 21, GSAT-10 will be lofted along with the ASTRA 2F satellite as its co-passenger on Arianespace's fifth heavy-lift Ariane 5 mission so far in 2012. It will be the 209th flight of an Ariane family vehicle since the introduction of this European-built launcher series in 1979.

I really thought I could come back and play. But I knew the type of numbers that Donovan had. I knew every time a quarterback other than Donovan stepped on the field, he had success. So I was saying to myself, ?What better place to go, with a coach that I really admired from afar when I knew nothing about him???

Now, the two are linked by loss. After the death of Reid?s son Garrett, Vick said he was ?crushed.? And you can tell by the way coach and quarterback respond to each other, there?s more than the typical bond.

?I mean, I?m close with him. I understand that. It?s obviously humbling, because is a good kid,? Reid said. ?When you go through certain things with certain people in your life, you become very close to them. He knows I?ll always be there for him, to help him out.

?That doesn?t mean I?m not gonna coach him hard or do those things, but I?ll always be there for him.?

That kind of loyalty is what Vick was looking for, and part of the reason he wants to win, to repay the favor.

(AP) ? Earlier this week NASA safely landed a robotic rover on Mars about 150 million miles away. But on Thursday here on Earth, a test model planetary lander crashed and burned at Kennedy Space Center in Florida just seconds after liftoff.

The spider-like spacecraft called Morpheus was on a test flight at Cape Canaveral when it tilted, crashed to the ground and erupted in flames. It got only a few feet up in the air, NASA said.

NASA spokeswoman Lisa Malone said it appears that the methane-and-liquid oxygen powered lander is a total loss. Nobody was hurt in the unmanned experiment and the flames were put out, she said.

NASA suspects a mechanical device that is part of its GPS navigation system, spokeswoman Brandi Dean said.

So far NASA has spent $7 million on the Morpheus program, but that includes parts for a still-to-be-built second lander.

Morpheus is a prototype for a cheap, environmentally friendly planetary lander. Thursday was the first time it had been tested untethered in a free flight. It had performed 19 flights at Johnson Space Center in Houston, where it was designed and made, and one more in Florida, but it was always tethered to a crane, Dean said.

The testing moved from Texas to Florida last week and Morpheus had a successful tether test on Friday. NASA had planned to run tests for three months. The plan was for flights over a specially created field designed to mimic the surface of the moon, with boulders, rocks, slopes and craters.

The lander was built mostly with low-cost, off-the-shelf materials. It was an attempt by NASA to use cheaper, more readily available and environmentally friendly rocket fuel. The space agency was considering it as a potential lander for places like the moon or an asteroid, figuring it would carry a human-like robot or small rover.

NASA promoted Morpheus as a "green" project because methane is more environmentally friendly than the toxic rocket fuels it uses. Methane, which is the main component of natural gas, is also cheaper and could even be made from ice on the moon or Mars, NASA figured.

Morpheus was early in the NASA experimental "test bed" process and the space agency hadn't committed to using the lander in any specific flight, NASA officials said.

NASA has parts and plans to build a second Morpheus lander, Dean said: "Hopefully, we'll be testing again before too long."
