Chrysler plans 400 more jobs, $212M expansion in Kokomo

Chrysler Group LLC on Monday night said it was planning to spend as much $212 million on another expansion in Kokomo that could add more than 400 jobs.

The Kokomo Common Council? on Monday night approved a property tax abatement for Chrysler in hopes of luring the investment.

Chrysler last week confirmed it was seeking the tax incentives but hadn't provided details.

Earlier in the day, the Auburn Hills, Mich.-based automaker said it planned to spend $162 million to open a transmission plant in nearby Tipton that will employ up to 850 people.

The Tipton County Board of Commissioners on Monday approved a 10-year tax abatement worth $2.5 million to help the company launch production in an existing, nearly 800,000-square-foot plant at U.S. 31 and State Road 28, about 25 miles north of Carmel.

The automaker emphasized on Monday that plans for the projects are not yet final. Executives continue to negotiate building purchases, among other crucial steps.

The company has three existing transmission plants and a casting plant in Kokomo. The four plants already employ more than 5,000 people.

Combined with the introduction of eight-speed transmissions the company is putting in certain Chrysler 300s and Dodge Chargers, Chrysler has invested about $1.3 billion in Kokomo since emerging from bankruptcy in 2009.

China detains 93 for doomsday rumors: Xinhua

BEIJING (Reuters) - Chinese authorities have detained 93 people accused of spreading doomsday rumors and arrested a man who slashed 23 children at a school after he was "psychologically affected" by such predictions, the Xinhua state news agency reported on Monday.

The 93 people, from seven provinces, include members of the banned "Almighty God" cult, Xinhua said, adding that they were detained for "handing out leaflets about the apocalypse and spreading rumors".

"These cult members recently latched on to the Mayan doomsday scenario to predict the sun will not shine and electricity will not work for three days beginning on December 21," Xinhua said, citing the public security bureau of Xining, capital of the southwestern province of Qinghai.

China has launched a crackdown on the "Almighty God" group, which has also called for a decisive battle" to slay the "Red Dragon" Communist Party.

China's Communist Party brooks no challenge to its rule and is very keen to maintain social stability. But it has struggled to clamp down on rumors, which often spread quickly on the Internet.

In a separate report, Xinhua said police in Henan province arrested a man, identified as Min Yongjun, after he slashed 23 children at an elementary school and an adult at her home near the school.

"Initial police investigation found Min, a long-term epilepsy sufferer, had been strongly psychologically affected by rumors of the upcoming end of the world predicted by ancient prophecy," Xinhua said.

Min was arrested on a charge of suspicion of jeopardizing public security, Xinhua said.

Fox News Tries to Tie TV, Facebook and Gaming to CT Tragedy ...

The news media, quick to find a cause for why a lone gunman would kill his mother, drive to a local elementary school, and kill 26 people (20 children) before killing himself, has turned to the usual scapegoat: video games. While it is understandable that people want answers, Fox News wastes no time in trying to connect TV, Facebook, and computer games to the horrific actions of Lanza. As transcribed by Kotaku, a Fox News segment hosted by Megyn Kelly with guest analyst Dr. Keith Ablow waste no time pointing the finger at the consumption of various types of media:

Kelly: The real question to you is why have there not been more things like this in the past and what is making them seem to come out now?

Ablow: You know you and I have both spoken about this on and off the air, and I fear that our level empathy just as a culture, as a society, is being diminished by things like reality TV and like Facebook that seem to take people to a kind of fictional realm. I guess you could add gaming to that, computer games.

Later in the segment Ablow says that "?such that now people feel less for one another, they can think of them almost as third parties, or entertainment figures or animated creatures, and for the people among us who are vulnerable to acts of violence who are violently ill, if you will, that means they consider others even less than ever before."

While Fox News is blaming media, other networks are using the tragedy as an opportunity to call for stricter gun control laws and for more funding for mental health services.

Obama expected to nominate Kerry to head State Department

WASHINGTON (Reuters) - U.S. President Barack Obama is expected to nominate Senate Foreign Relations Committee Chairman John Kerry to succeed Hillary Clinton as secretary of state, sources familiar with the process said on Saturday.

Kerry, the Democratic nominee for president in 2004 and a stalwart Obama supporter, had been widely tipped as the likely candidate for top U.S. diplomat following the withdrawal last week of U.S. ambassador to the United Nations Susan Rice.

The announcement of Kerry's nomination could come as early as mid-week, according to one source knowledgeable of the situation, although it could also be delayed to avoid the impression of an overly-hasty return to politics following the massacre at a Connecticut elementary school on Friday.

The source said the White House is leaning toward unveiling Kerry's nomination as part of a high-profile package that would include his pick for defense secretary.

Former Republican U.S. Senator Chuck Hagel is the top candidate to take over the Pentagon and the White House's vetting process for him is virtually complete, the source said.

Obama met Hagel at the White House on December 3 to discuss the post and has also spoken to Vice President Joe Biden, the source said.

While Obama is said to be generally comfortable with Hagel's foreign policy views, there is some concern within the administration that his record of occasional criticism of Israel could create problems in the confirmation process.

CLINTON ILL

Clinton, consistently rated as the most popular of Obama's cabinet, intends to step down toward the end of January when Obama is sworn in for a second term. The State Department said on Saturday she was recovering from a concussion suffered after she became dehydrated with a stomach virus.

There is widespread speculation that Clinton will seek the Democratic nomination for president in 2016.

Kerry's nomination would close the books on a political firestorm that engulfed Rice, the candidate seen as the early favorite for the top diplomatic job.

A close Obama confidante, Rice withdrew her name from consideration after heavy fire from Republicans for remarks she made in the aftermath of a September 11 attack on the U.S. mission in Benghazi, Libya, in which four Americans were killed, including Ambassador Chris Stevens.

Republicans have criticized the Obama administration for its early public explanations of the attack, and trained most of their firepower on Rice, who went on television to say that preliminary information suggested the assault was the result of protests over an anti-Muslim video made in California rather than a premeditated strike.

Rice, defended by Obama and other senior members of the administration, said on Thursday she was withdrawing her name from consideration to avoid a potentially lengthy and disruptive confirmation process in the U.S. Senate.

Kerry, known both nationally through his presidential run and in the U.S. Senate where he has long been a senior Democratic powerbroker, offers no such challenges.

After losing narrowly to Republican George W. Bush in the 2004 presidential election, Kerry forged a new identity as a congressional leader on foreign policy, often serving as a low-profile emissary for the White House.

Even Republicans in Congress said they expected their colleague to sail through the confirmation process.

"I think John Kerry would be an excellent appointment and would be easily confirmed by his colleagues," Maine Republican Senator Susan Collins said recently.

Kerry's departure from the Senate forces the Democrats to defend his seat.

The just-defeated but still-popular Massachusetts Republican Senator Scott Brown, who took office in early 2010 after winning the last special election for a Massachusetts seat, is widely expected to run for Kerry's seat if he leaves.

Republicans criticized Rice for being too much of a political ally of Obama's rather a stateswoman. But Kerry has his own close ties to the Democratic president.

Kerry supported his fellow senator early in his 2008 presidential campaign and was a leading contender to be Obama's first secretary of state.

He served as an important ally in the Senate after Obama won the White House and has also played important supportive roles for the White House in foreign policy. Obama sent Kerry to Afghanistan in 2009, when he helped talk President Hamid Karzai into agreeing to a runoff election.

Candidates for Jackson seat vie for party backing

CHICAGO (AP) ? More than a dozen Democratic candidates went before Chicago-area party officials Saturday to try to win their endorsement for former U.S. Rep. Jesse Jackson Jr.'s seat ? and the campaign war chest that comes with such backing.

Among the candidates who could be chosen when Cook County Democratic officials cast their votes later Saturday are state Sen. Donne Trotter, who was recently arrested for carrying a gun into Chicago's O'Hare International Airport, and former U.S. Rep. Debbie Halvorson, who lost a primary challenge to Jackson earlier this year.

When Trotter was interviewed Saturday, none of the committee members asked him about the gun charge.

"I guess that's their way of saying that this is not an issue and ... that they're more concerned about other things that directly affect the district," said veteran Democratic consultant Delmarie Cobb, who sat in on the sessions.

In a sign that he was in serious contention, Trotter's question and answer session lasted twice as long as others.

"It was also clear that he had the support," Cobb said. "I don't know that he has the majority support, but he certainly had the support."

She added that in her own view it would be better for the party to opt for an open primary rather than endorse a candidate facing a felony charge and risk embarrassment if his legal troubles worsen.

The 2nd Congressional District, mostly in Cook County, is heavily Democratic. With the primary set for Feb. 26 and the general election on April 6, candidates will need to pull together money and volunteers much quicker than usual ? something with which the party can help.

But Don Rose, a longtime analyst of Chicago politics, said voters in the district haven't always supported the candidate backed by the party.

Each committee member's vote is weighted based on how many votes were cast in that person's ward or township in the last election. If no one wins the majority of the weighted votes, the party won't endorse anyone.

Chicago Alderman Anthony Beale, a candidate and voting ward committeeman, expects that to happen. Beale said of his own candidacy that he has broad support and "a base to build upon."

Jackson resigned from the U.S. House last month, weeks after easily winning re-election despite not campaigning beyond a robocall or being seen publicly in months. He took medical leave in June for treatment of bipolar disorder. His attorneys have also said they are cooperating with federal authorities on an investigation; they have not given details on what it involves.

Jackson's wife, Alderman Sandi Jackson, did not appear at Saturday's meeting and designated someone else to cast her vote.

Trotter said this week he has the support of the official whose vote carries the most weight ? Thornton Township Democratic boss Frank Zuccarelli ? and one other committee member.

Trotter was arrested Dec. 5 when Transportation Security Administration officers discovered an unloaded .25-caliber Beretta handgun and ammunition in a garment bag during routine X-ray screening.

Trotter's attorney says he has the gun for his separate work with a security firm and that he forgot it was in the bag.

Each candidate had five minutes Saturday to make a pitch and faced questions from committee members. Part of that process was open to the public. The committee was to go into closed session to discuss and cast their votes later in the afternoon.

Other candidates include state Sen. Toi Hutchinson, former state Rep. Robin Kelly and former U.S. Rep. Mel Reynolds, whose record includes convictions for fraud and having sex with a minor. Reynolds has said he believes voters will forgive his mistakes.

Tolkien class at Wis. university proves popular

MILWAUKEE (AP) ? The vast collection of J.R.R. Tolkien manuscripts initially sold senior Joe Kirchoff on Marquette University, so when the school offered its first course devoted exclusively to the English author, Kirchoff wanted in. The only problem: It was full and he wasn't on the literature track.

Undaunted, the 22-year-old political science and history major lobbied the English department and others starting last spring and through the summer and "kind of just made myself a problem," he said. His persistence paid off.

"It's a fantastic course," said Kirchoff, a Chicago native. "It's a great way to look at something that's such a creative work of genius in such a way you really come to understand the man behind it."

He and the 31 other students can now boast of their authority about the author who influenced much of today's high fantasy writing. The course was taught for the first time this fall as part of the university's celebration of the 75th anniversary of "The Hobbit" being published. And class wrapped up just before the film, "The Hobbit: An Unexpected Journey," was released Friday.

The class, which filled up fast with mostly seniors who had first dibs, looked at Tolkien as a whole, not just the popular "Lord of the Rings" and "The Hobbit." Students took their final exam this week, and the course was so well received, Marquette is considering more in the future.

"It's the best class I've had in 27 years here ... for student preparation, interest and enthusiasm," said English professor Tim Machan. "And I can throw out any topic and they will have read the material and they want to talk about the material."

Marquette is one of the main repositories of Tolkien's drafts, drawings and other writings ? more than 11,000 pages. It has the manuscripts for "The Lord of the Rings" and "The Hobbit," as well as his lesser-known "Farmer Giles of Ham" and his children's book "Mr. Bliss." Marquette was the first institution to ask Tolkien for the manuscripts in 1956 and paid him about $5,000. He died in 1973.

Other significant collections are at the Bodleian Library at Oxford University in England and Wheaton College in Illinois.

Though Tolkien classes aren't unusual nationwide, Marquette students had the added bonus of being able to visit Tolkien's revisions, notes, detailed calendars, maps and watercolors on site at the school's archive. And they got a lesson from the school's archivist Bill Fliss.

"One of the things we wanted to impress upon the students was the fact that Tolkien was a fanatical reviser," said Fliss said. "He never really did anything once and was finished with it."

Chrissy Wabiszewski, a senior English major, described Tolkien's manuscripts as art.

"When you get down and look at just his script and his artwork in general, it all kind of flows together in this really beautiful, like, cumulative form," Wabiszewski said. "It's cool. It is just really cool to have it here."

The class also looked at Tolkien's poetry, academic articles and translations of medieval poems; talked about the importance of his writers' group, the Inklings; and explored what it meant to be a writer at that time.

"We've ... tried to think about continuities that ran through everything he did," Machan said. His students were also required to go to three lectures that were part of Marquette's commemoration.

"The Hobbit," a tale of homebody Bilbo Baggins' journey, is set in Tolkien's fictional realm of Middle-earth and takes place 60 years before "The Lord of the Rings." The movie released Friday is the first of the trilogy, with "The Hobbit: There and Back Again" set for release on Dec. 13, 2013, and a third film to come out in the summer of 2014.

Most of the students were just finishing elementary school when the first "Lord of the Rings" film was released 11 years ago.

Kirchoff said he started reading "The Hobbit" and the "Lord of the Rings" when he was in fourth grade, before the movies came out. He said the movies have introduced others to Tolkien's ideas, making his love for Tolkien's fantasy worlds more socially acceptable.

"The movies were fantastic enough and engaging enough to coexist in my mind with the literature I really do love," he said.

Wabiszewski said it's clear her classmates weren't just taking the class as a filler.

"I definitely expected the enthusiasm from everybody but just the knowledge that everybody brought into the class, it's cool," she said. "We really have a smart group of people in that class who have a lot to offer."

Preferences and priorities at the end of life

Dr Jane Collins, Chief Executive, Marie Curie Cancer CareSince 2004, Marie Curie Cancer Care has campaigned for people who are terminally ill to be able to be cared for and die in the place of their choice. Based on polling of the general population, we have said that for the majority of people this would be in their own homes. The publication of the National Survey of Bereaved People and academic research published over the last decade is giving us a deeper understanding of choice at the end of life. What we are seeing is that for many people its not about where they die so much as it is about the people around them when they die.

What the numbers tell us

One of the interesting things Marie Curie?s own polling shows is that home is a less popular choice as a place to die amongst older people. Overall, 65 per cent of the general population say they would like to die at home. However, for people aged 18 to 24, this figure is 79 per cent and for 55 and older this drops to 61 per cent.

Preference for dying in a hospice or nursing home rises with age. Just 4 per cent of 18 to 24 year olds say they would like to die in a hospice or nursing home, but this rises to 25 per cent for people over 55.

Academic research confirms this trend. One study shows that for people over 65 the preference to die at home drops to 49 per cent, and another study has shown that for people who are actually terminally ill, 47 per cent would prefer to die at home.

We think this trend is explained by the fact that as people get older or get ill they become much more aware of their care needs and want to be in a place where they can get the right care.

What people really want

Home can be a very difficult place for someone to be ill. We at Marie Curie know that we are very good at providing care at home, but not everyone who is terminally ill has a positive experience. In the recent National Survey of Bereaved People, only 17 per cent of people who died at home had their pain controlled always, all the time. By contrast, this figure was 62 per cent in hospital. 91 per cent of Marie Curie patients rated their pain control as good or very good in the last year.

What is particularly interesting from the National Survey of the Bereaved is that while a large number of people who are dying are not getting enough choice about where they die ? 44 per cent said their loved one had a choice about where they died ? 82 per cent of respondents said their loved one had died in the right place. What makes this more remarkable is that the majority of people died in hospital, which was rated by bereaved relatives and carers as the place with the lowest quality of care for people who were terminally ill.

We should not read from this result that carers and relatives want vastly different things from their terminally ill loved ones. While it is true that a carer or relative being sympathetic to a person?s wish to die at home makes it more likely for them to achieve this, research shows that the majority of carers and relatives would also like their loved one to die at home.

What it indicates is that place of death not be as great a priority for people who are terminally ill as we thought it was. Two studies from the last decade show that being around loved ones and relief of pain are more important to people who are terminally ill than being able to die in the place of their choice.

Listening and learning

This isn?t to say that choice for patients at the end of life should not be our concern. Indeed, where both patient and family are desperate to get out of hospital, for example, and receive care instead from a community service, it is imperative that we enable this, if the patient?s condition will allow it. However, we must be certain to listen to all the preferences expressed by those at the end of life, not just about the place of care, and we must consider their preferences in the context of their relationship with family and friends and the nature of their illness.

Choice about place of death is complex for people at the end of their life and also for their families and their carers. For many, it?s not the four walls that surround them when they die that really matter, but the people around them. It is important that the quality of care they receive allows them to fully appreciate the time with those loved ones. As providers of palliative care, the most important thing we can do is create the comfort and the space for this to happen, whether this be at home, in hospice, a care home, a nursing home, or a hospital.

Dec. 13, 2012 ? Could aging and damaged bones be replaced with implants based on wood? That's the question Italian researchers from the National Research Council of Italy (CNR) writing in a forthcoming issue of the International Journal of Healthcare Technology and Management hope to answer.

Accidental damage, osteoporosis, osteoarthritis, bone cancer and other diseases, represent a constant threat in the lives of millions of people and, with the progressive aging of the world population, this threat can only increase. Indeed, more than 2.2 million bone grafting procedures are performed annually around the world and this number is increasing as lifestyles change and people live longer. As such, finding biomimetic materials that are similar to bone in terms of strength, flexibility and density is a pressing concern for medical scientists. The hope is that it might be possible to displace or at least augment metal alloy implants using such materials.

The structure of some woods at the microscopic level is very close to that of natural bone and it shares some of those desirable properties, such as unique biomechanical properties, i.e. high strength and lightness at the same time, due to its hierarchical organization.

Now, Ugo Finardi (Institute for Economic Research on Firms and Growth-CERIS-CNR, and University of Torino), and Simone Sprio (Institute of Science and Technology for Ceramics -- ISTEC-CNR), have carried out a case study on the implications of a new technology recently developed by the Research Group on Biomaterials of ISTEC. In that work, the researchers, Anna Tampieri, Simone Sprio and Andrea Ruffini, took inspiration from nature and used a nanotechnological approach to transform rattan wood into hierarchically organized implants. These biomimetic materials have a strength and flexibility similar to natural bone, something that cannot be achieved with current metal alloy technologies.

The technology described by Finardi and Sprio explains how the hierarchical physical structure of rattan wood might be used as a scaffold for creating a synthetic material to replace damaged and lost bone. An additional benefit is that such a material could be load bearing, a factor that has precluded the use of earlier biomimetic materials.

The processing of the raw wood to remove chemical components incompatible with implants for humans is long and complex but the benefits of producing a material that is so similar to bone and can be shaped to fit perfectly far outweigh such issues, the team suggests. The process involves heat treatment of the wood to remove cellulose, lignin and other plant materials but to leave behind a carbon skeleton that can then be infiltrated and reacted with calcium, oxygen and phosphate to make a porous material, chemically and mechanically mimicking bone. The Research team says that unlike metal alloys, ceramics and even donor bone, their patented material is low cost, has very good biomechanics, is biocompatible and can be integrated into existing bone, thus properly assisting bone regeneration.

Actor Sean Penn made a surprise appearance Monday in Bolivia as he attended a candlelight vigil for the health of Venezuelan President Hugo Chavez, who is currently in Cuba undergoing his fourth cancer surgery.

The event attracted Chavez supporters as well as Bolivian officials, and took place in a diplomatic location in La Paz. Penn joined Venezuelan ambassador Crisbeylee Gonzalez and took the stage wearing a Venezuelan flag jacket, according to a report by EFE.

?Thank you, Sean,? said Gonzalez, ?for joining us and for wanting to be here. We know President Chavez is a good friend of yours, and you didn?t hesitate one second about coming here with us to this vigil."

?He?s one of the most important forces we?ve had on this planet,? said Penn. ?And I?ll wish him nothing but that great strength he has shown over and over again. I do it in love, and I do it in gratitude.

?I just want to say, from my very American point of view, of my friend President Chavez: It is only possible to be so inspiring as he is, as a two-way street. And he would say that his inspiration is the people.?

Thousands of union members and organized labor activists have stormed the Michigan state capitol this morning to protest pending "right-to-work" legislation that is scheduled for a vote Tuesday.?

The Detroit Free Press?reports that protesters have already filled the Capitol building in Lansing. According to the newspaper, 10,000 people are expected to gather outside to demonstrate against the law, which would make it illegal to require workers to pay union dues as a condition of employment. ??

Despite a vocal counteroffensive from President Barack Obama and other national Democrats Monday, Michigan's GOP-led state legislature is?expected to pass the legislation.?Republican Gov. Rick Snyder has said he will sign the bill if it reaches his desk.?

On the surface, Michigan may seem like a surprising battleground for the latest GOP assault on organized labor. The manufacturing-heavy state is a stronghold for several powerful public and private-sector unions, most notably the United Auto Workers.

The New York Times reports that just last month labor leaders asked the state's voters to approve an initiative that would have codified collective bargaining in the state constitution.?

That measure backfired, and last week,?GOP state legislators pushed through the right-to-work bill without any committee hearings or Democratic support.?

The conflict exposed growing tensions between Michigan's labor movement and the state's Republican lawmakers, echoing a trend that has been popping up in statehouses across the Midwest since 2010, including in Ohio, Wisconsin, and Indiana.?

But if the outcome of those labor fights are any indication, it is unlikely that Michigan's right-to-work fight will end at Snyder's desk today. According to reports, labor organizers are already exploring legal options to repeal the right-to-work law, and recall Republican lawmakers instrumental in passing the bill.

UPDATE, 12:35 p.m.:?

The AP reports that the Michigan state House passed the first of two right-to-work bills Tuesday, voting along 58-31 along party lines. The bill, which deals with public-sector unions makes it illegal to require workers to pay union dues as a condition of employment.?

The House is expected to vote on a second right-to-work- bill dealing with private-sector unions later this afternoon.?

Michigan Gov. Rick Snyder has said that, once passed, he will sign the bills into law as early as Wednesday.

Census: Whites no longer a majority in US by 2043

WASHINGTON (AP) -- White people will no longer make up a majority of Americans by 2043, according to new census projections, part of a historic shift that is already reshaping the nation's schools, workforce and electorate.

The official projection, released Wednesday by the Census Bureau, now places the tipping point for the white majority a year later than previous estimates, which were made before the impact of the recent economic downturn was fully known.

America continues to grow and become more diverse due to higher birth rates among minorities, particularly for Hispanics who entered the U.S. at the height of the immigration boom in the 1990s and early 2000s. Since the mid-2000 housing bust, however, the arrival of millions of new immigrants from Mexico and other nations has slowed, pushing minority growth below its once-torrid pace.

The country's changing demographic mosaic has stark political implications, shown clearly in last month's election that gave President Barack Obama a second term ? in no small part due to his support from 78 percent of non-white voters.

The non-Hispanic white population, now at 197.8 million, is projected to peak at 200 million in 2024, before entering a steady decline in absolute numbers as the massive baby boomer generation enters its golden years.

"The fast-growing demographic today is now the children of immigrants," said Marcelo Suarez-Orozco, a global expert on immigration and dean of UCLA's Graduate School of Education & Information Studies, describing the rate of minority growth in the U.S. as dipping from "overdrive" to "drive." Even with slowing immigration, Suarez-Orozco says, the "die has been cast" for strong minority growth from births.

As recently as 1960, whites made up 85 percent of the U.S., but that share dropped after a 1965 overhaul to U.S. immigration laws opened doors to waves of new immigrants from Mexico, Latin America and Asia. By 2000, the percentage of U.S. whites had slid to 69 percent; it now stands at roughly 64 percent.

"Moving forward, the U.S. will become the first major post-industrial society in the world where minorities will be the majority," Suarez-Orozco said. "With the white baby boomer population now leaving the work force, the most fundamental challenge will be connecting with this fast-growing U.S. group in terms of their education."

The U.S. has nearly 315 million people today. According to the projections released Wednesday, the U.S. population is projected to cross the 400 million mark in 2051, reaching 420.3 million a half century from now in 2060.

By 2060, whites should drop to 43 percent of the U.S. At that time, blacks will make up 14.7 percent, up slightly from today. Hispanics, currently 17 percent of the population, will more than double in absolute number, making up 31 percent, or nearly 1 in 3 residents.

Asians are expected to increase from 5 percent of the population to 8 percent.

The point when minority children become the majority is expected to arrive much sooner ? 2019. Last year, racial and ethnic minorities became a majority among babies ages 1 and younger for the first time in U.S. history.

At the same time, the U.S. population as a whole is aging, driven by white baby boomers born between 1946 and 1964. Over the next half century, the "oldest old" ? those ages 85 and older ? is projected to more than triple to 18.2 million, reaching 4 percent of the U.S. population.

The actual shift in demographics will be influenced by a host of factors that can't always be accurately pinpointed ? the pace of the economic recovery, cultural changes, natural or manmade disasters, as well as an overhaul of immigration law, which is expected to be debated in Congress early next year.

"The next half century marks key points in continuing trends ? the U.S. will become a plurality nation, where the non-Hispanic white population remains the largest single group, but no group is in the majority," said acting census director Thomas Mesenbourg.

Republicans have been seeking to broaden their appeal to minorities, who made up 28 percent of the electorate this year, after faring poorly among non-whites on Election Day, when Republican presidential candidate Mitt Romney carried only about 20 percent of non-white voters..

The race and ethnic changes are already seen in pockets of the U.S. and in the younger age groups, where roughly 45 percent of all students in K-12 are Hispanics, blacks, Asian-Americans and others. Already, the District of Columbia and four states ? Hawaii, California, New Mexico and Texas ? have minority populations greater than 50 percent; across the U.S., more than 11 percent of counties have tipped to "majority-minority" status.

Last month, nearly all voters over age 65 were white (87 percent), but among voters under age 30, just 58 percent were white.

"Irrespective of future immigration and minority fertility patterns, the U.S. is facing a stagnating white population," said William H. Frey, a demographer at the Brookings Institution. "The biggest shift will occur over the next 20 years as the mostly white baby boom generation moves into traditional retirement years. It is in the child and early labor force ages where we must be ready for the greatest changes as new American minorities take over for aging whites."

The rapidly growing non-white population gives the U.S. a bit of an economic advantage over other developed nations, including Russia, Japan and France, which are seeing reduced growth or population losses due to declining birth rates and limited immigration. The combined population of more-developed countries other than the U.S. has been projected to decline beginning in 2016, raising the prospect of prolonged budget crises as the number of working-age citizens diminish, pension costs rise and tax revenues fall.

Depending on future rates of immigration, the U.S. population is estimated to continue growing through at least 2060. In a hypothetical situation in which all immigration ? both legal and illegal ? immediately stopped, previous government estimates have suggested the U.S. could lose population beginning in 2048.

LONDON (Reuters) - Stephen Hawking, the British cosmologist who urged people to "be curious" in the Paralympics opening ceremony, has landed the richest prize in science for his work on how black holes emit radiation.

Wheelchair-bound Hawking won $3 million from Russian Internet entrepreneur Yuri Milner, who set up his prize this year to address what he regards as a lack of recognition in the modern world for leading scientists.

Alongside Hawking, a second $3 million award has gone to the scientists behind the discovery this year of a new subatomic particle that behaves like the theoretical Higgs boson, imagined almost half a century ago and responsible for bestowing mass on other fundamental particles.

The scale of the awards from the Milner foundation - and being able to give them to multiple recipients for huge projects - could, over time, see them compete in prestige terms with the annual Nobel prizes.

The Nobel committee has had to scale back the size of its awards in line with the performance of the investments which support it. Each prize is now worth $1.2 million, down from about $1.5 million in recent years.

Diagnosed with motor neurone disease at the age of 21 and told in 1963 he had two years to live, Hawking, now 70, has become one of the world's most recognizable scientists after guest appearances on The Simpsons and on Star Trek.

At the opening ceremony of the Paralympic Games in London in August, speaking through his computerized voice system, he said: "Look up at the stars and not down at your feet. Be curious."

He was awarded the Special Fundamental Physics prize for what the committee called his "deep contributions to quantum gravity and quantum aspects of the early universe" as well has his discovery that black holes emit radiation.

"No one undertakes research in physics with the intention of winning a prize. It is the joy of discovering something no one knew before," Hawking said in comments emailed to Reuters.

"Nevertheless prizes like these prizes play an important role in giving public recognition for achievement in physics."

Hawking said he planned to use the money to help his daughter with her autistic son and may buy a holiday home.

HIGGS DISCOVERY

He shares the limelight with leaders of the project to build and run the Large Hadron Collider (LHC) particle accelerator at the CERN research center near Geneva, which led to the discovery of the particle that is thought to be the boson imagined by theorist Peter Higgs in 1964.

In the Standard Model, which governs scientific understanding of the basic make-up of the universe, the Higgs boson gives mass to other fundamental particles.

But in the half century before scientists at CERN started smashing particles together in the LHC and studying the results, it sat in the realm of theory.

Although the work of building the LHC and running experiments in the particle accelerator involved thousands of scientists and engineers, the prize has been awarded to past and present team leaders.

The winners include the head of the LHC Lyn Evans, and the two spokespeople, Fabiola Gianotti and Joe Incandela, who presented the discovery to applause and cheers from the gathered physicists at CERN earlier this year.

Michel Della Negra, another prize-winner who for 15 years from 1990 led a team that built one of the two giant detectors used to find the Higgs, said the award was a big surprise.

"I didn't even know the prize existed," he told Reuters.

Della Negra receives $250,000 because the $3 million is to be split three ways between Evans, and the two teams working on the Atlas and CMS detectors. Two leaders of the Atlas team will get $500,000 each while the four from CMS get $250,000 apiece.

Gianotti and Incandela both plan to put their prize money back into science.

"We have 3,000 people from 38 countries in the Atlas collaboration, so the money will be used for helping young scientists who need financial support," Gianotti said.

Because the Nobel rules allow a maximum of three people to share one prize, some scientists argue they are out of touch with the large-scale collaborations that are a feature of much modern research.

Milner's new prize is more flexible, significantly more lucrative.

"I'm really impressed," said Incandela. "They are trying to modernize the way prizes are done."
